How to read a plumbing quote in Florida: line items, permit fees, and the licence number

Rosco Plumbing gives a written price before starting approved work in Bradenton and Manatee County, and publishes its ranges — from a $75–$150 service call to a $900–$1,500 water heater replacement — so any quote can be checked against them. Florida law adds one line every quote must carry: the contractor's licence number, which §489.119 requires in every bid and advertisement "regardless of medium", and which anyone can verify on the DBPR lookup in a minute.

What has to be on it

Florida Statutes §489.119(5)(b): "The registration or certification number of each contractor shall appear in each offer of services, business proposal, bid, contract, or advertisement, regardless of medium." A plumbing contractor's number starts CFC (certified, statewide) or RF (registered, local). Look it up on the DBPR licence search by number or by name; the record shows the licensee, the business it is qualified to, the status, and any discipline. The same section makes it an offence to claim to be licensed or insured without being so — so "licensed and insured" on a quote is a legal claim you are entitled to check, and a quote with no number on it has already failed the first test.

Reading the line items

Diagnosis or service call, and whether it is credited to the repair — Rosco Plumbing's $75–$150 is. Labor and parts, separated or as a flat job price; a flat price is fine if the scope is written. Permit and inspection, where the job needs one: a water heater replacement, a repipe, a sewer repair. A quote that omits the permit on a job that needs one is either hiding it or planning to skip it; ask which. Exclusions: drywall repair after a repipe, tile after a shower-pan repair, landscaping after a sewer dig — these are real costs, and a quote is honest when it names them rather than leaves them to be discovered. The scope in one sentence: what is being replaced with what, and what happens if the diagnosis changes once the wall is open.

Comparing two quotes

Compare scope before price. A $900–$1,500 water heater quote that includes the permit, a new expansion tank and hauling the old unit is not the same job as a lower one that includes none of them. Check both against the pricing page: a number outside the range should come with a written reason. Then check both licence numbers. Then decide — and get the written price before the work starts, because a range is a planning figure and a written price is a commitment.

When to stop and call a licensed plumber

  • You have a quote with no licence number on it, or the number does not check out on DBPR.
  • A quote is outside the published range and the reason is not written down.
  • You want a second quote on the same scope — bring the first one; comparing like with like is the whole point.
  • The job needs a permit and the quote does not mention one.

What changes in Manatee County

Two Manatee County habits worth keeping. In the 55+ and gated communities, associations often require the contractor's licence and insurance on file before work starts — ask the office what they need, and expect a real contractor to have it ready. And on the older Bradenton, Palmetto and Ellenton homes, a sewer or repipe quote should say whether the county building department requires a permit for that scope and who is pulling it; the answer is on the quote or it is a question for the plumber before signing.
